Принят в 1934. Запрещал под угрозой смертной казни перевоз через границы штатов похищенных лиц и требование выкупа за их возвращение. Невозвращение похищенного лица в течение семи дней приравнивалось законом к его перевозу через границу, а похищения стали относить к категории федеральных преступлений [ federal offense]. В 1956 в закон внесены поправки, позволяющие ФБР [ Federal Bureau of Investigation] начать расследование похищения в течение 24 часов после момента его предполагаемого совершения; ныне максимальное наказание за похищение - пожизненное заключение.
